Garcia, Houston Community and Business Leaders Demand Permanent Congressional Action as Salvadoran TPS Uncertainty Continues"},"content":{"rendered":"<h2 style=\"text-align: center;\"><i><span style=\"font-weight: 400;\">Speakers called for passage of the American Dream and Promise Act as more than 170,000 Salvadoran TPS recipients and their families remain without clarity about their long-term status and former Haitian TPS holders remain without protections.\u00a0<\/span><\/i><\/h2>\n<h2 style=\"text-align: center;\"><i><span style=\"font-weight: 400;\">Business owners, labor leaders and advocates warned that the administration\u2019s de-documentation efforts and immigration crackdown are destabilizing Texas families, businesses and communities<\/span><\/i><\/h2>\n<p><b>HOUSTON, TX \u2014 <\/b><span style=\"font-weight: 400;\">U.S. Representative Sylvia Garcia (D-TX-29) joined Harris County Commissioner Adrian Garcia, Houston business owners, labor leaders and community advocates Wednesday to demand the passage of the <\/span><a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1589\"><span style=\"font-weight: 400;\">American Dream and Promise Act<\/span><\/a><span style=\"font-weight: 400;\"> and permanent solutions for longtime TPS holders. Hosted by <\/span><a href=\"https:\/\/abicaction.org\/es\/\"><span style=\"font-weight: 400;\">American Business Immigration Coalition Action (ABIC Action)<\/span><\/a><span style=\"font-weight: 400;\">, the press conference took place as more than 150,000 Salvadoran TPS workers reached the scheduled expiration date of their protections today without a formal announcement from the Trump administration about the program\u2019s future.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Department of Homeland Security (DHS) <\/span><a href=\"https:\/\/www.nytimes.com\/2026\/09\/09\/us\/tps-el-salvador-immigrants-trump.html?smid=nytcore-ios-share\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\"> Wednesday that an announcement on El Salvador\u2019s TPS designation would come \u201cat the appropriate time\u201d and that Salvadoran TPS holders retain protection until such announcement is made. But the administration has not announced a new extension or provided longer-term clarity for families, workers and employers who have been leading a national campaign to stop the protections from ending. The uncertainty facing Salvadoran TPS holders comes as Haitian TPS holders have already lost their protections and are now being detained and deported across the country, including to Haiti amid an ongoing humanitarian and security crisis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The American Dream and Promise Act would give eligible Dreamers and TPS holders an earned pathway to citizenship, offering long-overdue stability to workers, employers, families and communities across Texas and nationwide.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Speakers urged Congress to protect longtime residents who have built careers, raised families, paid taxes and helped power the state\u2019s economy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cFor more than two decades, Salvadoran families have relied on TPS to work, raise children and build stable lives in the United States. They follow the rules, they go to work and they pay taxes, <\/span><b>said U.S. Representative Sylvia Garcia (D-TX-29).<\/b><span style=\"font-weight: 400;\"> \u201cCongress can provide a permanent solution, and that is why I am fighting for the American Dream and Promise Act. No more living from one temporary extension to the next.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cResearch estimates that TPS holders contribute more than $29 billion to the U.S. economy and pay more than $8 billion in federal, payroll, state and local taxes each year. For employers, losing experienced workers means losing institutional knowledge, facing higher recruiting costs and creating disruption across industries already struggling with workforce shortages. We can have both a secure border and a secure workforce by providing stability for long-term immigrants who have contributed to this country for years,\u201d <\/span><b>said Emiliano Valencia, Texas Deputy Director, American Business Immigration Coalition Action (ABIC Action).<\/b><\/p>\n<p><span style=\"font-weight: 400;\">As President Trump and senior administration officials gathered in Dallas the same day to mobilize voters ahead of the midterm elections, speakers highlighted the growing disconnect between their immigration agenda and the experiences of Texas employers, workers and families. Event participants said the administration\u2019s crackdown has disrupted worksites, made it harder for businesses to retain experienced employees and created uncertainty throughout communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cFor 25 years, Salvadoran families have built their lives here under a status our country granted them and renewed time and time again. They bought homes, raised children who are American citizens, went to work and became part of our communities. Immigrant workers are roughly half of our construction workforce, and we can enforce our laws while being honest about the consequences for families who have lived and worked lawfully here for a quarter of a century. These concepts are not mutually exclusive. We can do both,\u201d <\/span><b>said Texas State Representative Penny Morales Shaw.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHere in Harris County, the Houston area has 60,000 Dreamers collectively earning $1 billion annually and contributing hundreds of millions in taxes. These are the people we count on every day to help build homes, serve our communities and strengthen our economy. We cannot afford any more instability or uncertainty,\u201d <\/span><b>said Harris County Commissioner Adrian Garcia.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Speakers called for permanent solutions for those with Temporary Protected Status amid continued uncertainty for Salvadoran TPS holders, who have received only a six-month reprieve, while Haitian TPS holders remain without protections and some have already faced deportation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI have been in the United States for 28 years and protected by TPS for 25 years, doing everything I have been asked to do, working, paying taxes and building my life here. Salvadoran TPS holders have spent 25 years doing everything by the book,\u201d <\/span><b>said Jos\u00e9 Palma, National Coordinator of the National TPS Alliance. <\/b><span style=\"font-weight: 400;\">\u201cThere needs to be a pause on TPS cancellations to give families, employers and elected officials time to plan while we continue fighting for a permanent solution through the American Dream and Promise Act.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Business leaders warned that forcing experienced workers out of the workforce would create new operational challenges for employers and drive up costs at a time when industries across Texas are already struggling to hire and retain the people they need.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAs a business owner, I work closely with construction, infrastructure and logistics, and we are seeing the need for experienced workers in these industries. TPS holders have been here for more than two decades, building families, paying taxes and contributing to the American economy and our communities. I am asking elected officials in Washington to see this from an economic perspective and recognize the contributions of Salvadorans, TPS holders and DACA recipients,\u201d <\/span><b>said Maria Rios, CEO of Nation Waste.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAs a business owner, I employ several DACA recipients who have experienced renewal delays. New requirements to show proof of legal residence to renew a barber license mean those delays can prevent my employees from renewing their licenses and working. These are hardworking people who have bought homes, built families and have families to provide for. They are doing the right thing, but uncertainty in our immigration system can take away their ability to work,\u201d <\/span><b>said<\/b> <b>Zak Galindo, Chairman of the Montgomery County Hispanic Chamber.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Labor leaders also warned that the administration\u2019s policies threaten not only immigrant workers, but also the stability of workplaces and local economies, compounding workforce shortages across essential Texas industries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cFor us, TPS and DACA are not just immigration issues, they are workforce issues. These workers are building our homes, caring for our families, cleaning our workplaces, moving our goods and keeping our economy running. TPS holders from El Salvador contribute nearly $1 billion a year to the Texas economy, and all of that is being put in jeopardy. The question is simple: why create a workforce shortage when employers are already struggling to find workers?\u201d <\/span><b>said Linda Morales, Organizing Coordinator for the Texas Gulf Coast Area Labor Federation.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The press conference also underscored the political stakes ahead of the midterm elections. <\/span><a href=\"https:\/\/www.texastribune.org\/wp-content\/uploads\/2026\/05\/UnidosUS-May-2026-Texas-poll.pdf\"><span style=\"font-weight: 400;\">Polling<\/span><\/a><span style=\"font-weight: 400;\"> earlier this year found that two-thirds of Texas Hispanic voters disapprove of the President\u2019s job performance, while overwhelming majorities across party lines support legalizing long-term undocumented immigrants. Speakers said voters are looking for solutions that protect the country without destabilizing families, businesses and communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI\u2019m asking for bipartisan support for the Dream and Promise Act because even if all the Democrats voted, you still need Republicans to pass the bill. I\u2019m appealing to elected leaders\u2019 hearts and consciences to act,\u201d <\/span><b>said Sergio Lira, President of LULAC Houston.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The event also underscored how continued uncertainty and piecemeal action on TPS carry consequences that extend far beyond immigration policy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhat happens to TPS holders impacts our economy, our national interest and our national security because it impacts our workforce. It affects our neighbors, our families and our coworkers. It affects all of us. Ma\u00f1ana is today.
